Help! How does the bosses "pet" handle being caught between her boss and coworkers?

My sister was having a hard time finding a job, so the wife of my brother-in-law's friend hired her.



It's a government job, so sometimes they're really busy for a few weeks. Then two months will go by and there is literally NOTHING to do. The employees just sit there for 8 eight hours and go home.



The boss lets my sister do whatever, but is extremely hard on her co-workers.



She writes people up if they're even a minute late for work or getting back from lunch, only allows 10 second personal calls, refuses to let them use the computer, doesn't allow people to listen to i-Pod or do anything other than sit at their desk and stare at the wall for eight hours.



Yet the boss plays on the internet all day, leaves the office for 3 - 4 hours at a time to get her hair done/go shopping, talks to her Granddaughter on her desk phone, reads magazines, use office supplies to make brochures for her Church function, etc.



My sis knows boss is wrong but is afraid to say anything.

Sister needs a new job. Nothing good can be made out of this.



To make things better will probably only result if upper management is involved.

Id imagine alot of diplomacy would be needed. Get your sister to change her boss's mind by making the boss think it was the boss's idea to do something positive. Alot of very smart people I know do that - and it works without conflict.
