I would say use hair wax. After washing and drying your hair rub some hair wax between your fingers. Pick up individual pieces of a few hairs (depending on how thick you want the strands to be) and coat from roots to end with hair wax. It should give you the piecy look that this model has going on. It will be time consuming to do your entire head and it might take some help for the back. It might give you a more defined look if you twist them a little while you coat them.

It's not attractive and it stinks. That's a double negative.

I say go with a messy look but never dreads. You can get the Giselle Bundchen (victorias secret model, leo dicaprios girlfriend) look by using very large curlers and brushing it out with your fingers. Its very pretty. And smells good.
